Urban Growth Boundary Announced


Minister for Planning Justin Madden has announced that the Victorian government will release an extra 41,000 hectares of land for new housing to accommodate Melbourne's population boom.

The proposed changes to the Urban Growth Boundary (UGB) will bring around 26,000 hectares of land suitable for development. The release is estimated to give Melbourne at lest 20years land supply equating to approximately 284,000 extra homes. (Maps outlining these changes have been attached)

Further to the UGB changes the minister has also announced the proposed alignment of the outer metropolitan ring road and the regional rail link, which will include up to six new train stations in Melbourne's western suburbs growth areas.

The plan includes a controversial $95,000 per hectare land tax on property lying within these expanded boundary areas, whilst land brought in as a result of the UGB changes post 2005 will attract $80,000 per hectare.

The new Growth Areas Infrastructure Contribution (GAIC) is a simplified version of the State infrastructure contribution outlined in the 2005 A Plan for Melbourne’s Growth Areas. The GAIC is a proposed compulsory charge based on the criteria above, and affects UGB land situated in Melbourne’s 5 growth areas these include; Casey-Cardinia; Hume; Melton-Caroline Springs; Whittlesea; and Wyndham.

However in a media announcement made yesterday, the 16th of May, Mr Madden announced the Brumby Government would not formalise any changes to the Urban Growth Boundary (UGB) until the Victorian Parliament passes the proposed GAIC.

Public and community have been invited to make submissions on the proposed changes to Melbourne’s Urban Growth Boundary (UGB) flagged last December in the Brumby Labor Government’s Melbourne @ 5 Million strategy.

Taylors Development Strategists' International Expansion

TDS have launched into the International project consultancy scene through their involvement in the exclusive Sontra Resort and Spa development in Da Nang, Vietnam.

Business Development Director, Sarkis Yelandjian was engaged by developer Road Maintenance International, Chairman Max Fitzgerald and Director Stephen Hopper, in July 2008 to coordinate a design consultancy team to secure the prestigious resort based development in conjunction with International Architects CK Designworks, Domenic Crisante.

The team presented in Hanoi, in September 2008 to the Vietnamese Development consortium and were successfully appointed in December 2008.

The Mediterranean style resort with over 1km of exclusive beach front and 21ha of developable bay will house a 27 storey, 6 star hotel, fully licensed casino, speciality retail, and an international marina. The development will have an estimated construction value of US$300M and will attract international investors and tourists from all over the world.

TDS are playing various consultancy roles in the project including project coordination and project surveying which commenced in January 2009 with the Field Survey activities.

In addition the role will involve strategic planning and project marketing coordination to promote the development with Road Maintenance International throughout the Middle East and South East Asia.

Urban Growth Areas Consultancy Services


As part of the most recent Melbourne @ 5 Million planning update Melbourne's Urban Growth Boundary (UGB) will be adjusted to accommodate new housing estates in the north, west and southeast by September 2009.

Landowners have until the 20 February 2009 to be included in a first round of submissions to the Growth Areas Authority for inclusions within the UGB extension. Due to the enormity of the land area and the number of stakeholders involved, this process may be complex in nature.
