The Melbourne Water Eastern Treatment Plant (ETP) – Sludge Drying Pans Replacement Project

As part of the Melbourne Water Technical Services Panel, Taylors were invited to provide a fee submission for the provision of Civil Engineering Design as part of the Sludge Drying Pans upgrade project at the Eastern Treatment Plant (ETP). The facility located at Bangholme in Melbourne’s South East, sits on 1,100 hectares of land and treats about 40% of Melbourne’s waste.

Taylors successful engagement and key point of difference was our ability to provide the 3D model designs under the required timeframe allowing Melbourne Water to be flexible in their approach to the replacement of the 12 drying pans and the order they were completed in.

Taylors Surveyors undertook regular monitoring of all 50 sludge drying pans, which are the size of a football field, throughout each year.  This is done to monitor the condition of the pan, assess wear and tear of the pan membrane, and compute volumes of sludge removed during each harvest.  Heatmaps of the pan surfaces are also generates to monitor surges or depressions that occur with ground movement.  The condition of the pan is used to determine when a refurbishment is required to reinstate the surface.

With the use of its hydrographic Z-Boat technology, we were able to predetermine the volume of sludge prior to a pan reaching capacity.  This allows Melbourne Water to target spots of dense sludge areas for dredging, and also gives operators an idea of how much more volume of sludge a drying pan can take prior to reaching capacity.  This also allows maximum efficiency in planning and reduces cost with dredging operations with a targeted approach.

Following removal of sludge from the drying pans, these volumes are stored in stockpiles located around the ETP site.  Taylors then utilises its UAV technology to measure the volume of the stockpile eliminating the need for personnel to walk on biohazard material.

At a post project review meeting with our client, stakeholders and consultants, we were congratulated by Melbourne Water on providing a quick and efficient service for the project.

The meeting also provided a forum to discuss how future sludge pan replacement projects will be undertaken and look at adopting this successful project model on other Melbourne Water developments.
